[Lincolnparkdc] Reseeding in Lincoln Park

There are a few different issues that go into fixing the sprinkler system. The park already has a sprinkler system which I assume needs major repairs and there isn’t the money needed to repair them. The main issue is that there is a water main break under the park that is broken. This is an issue that NPS is well aware of and has not been able to fix. I am under the impression that money and staffing are the two main reasons.
