[Lincolnparkdc] 100 block Kentucky construction

They need to have signs on the whole block, they don't. I've already asked
Charles Allen about it because a month is a long time to have both sides of
the street closed for 6 days a week and most of the time Pepco, doesn't use
the whole time they have the signs up. The signs did not go up 72 hours in
advance like they are supposed to and "people" didn't pull them down, it
rained and there were high winds and they used packing tape to put them up,
which doesn't withstand rain and wind.

If they ticket out of hours or where you are parked at the end and there
isn't a sign at the end (you can't park between signs), then I would
contest it.
