Yes, public trash cans are used to dispose of many unpleasant things, i.e.,
dirty diapers, food waste, etc. These items also leak, smell, and attract
rats. If DPW released statements telling people to not dispose of any trash
item that smells, leaks, or attracts rodents I think they'd lose
credibility. Fortunately, DPW does a good job of picking up the trash on a
consistent, regular basis. Unfortunately, the two corners you mentioned
where people do illegal dumping does not make them unique nor the people
who live near them some kind of target, it is a common problem.
Regarding tour buses and cars doing off-loads: Lincoln Park is a federal
park that actively encourages visitors to picnic on the grounds, many
people have children's birthday parties with food there. Perhaps you could
have a conversation with tour bus operators or the families that throw
parties there? Or, NPS can do a better job of being on a regular schedule
of trash pick-up. I don't think I'm alone in having seen overflowing
mounds of birthday party or picnic remains in those cans
Accessible trash receptacles for the public help stop litter. For example,
the parents who drop off and pick up and for the kids at Maury there are
two public trash cans right in front.
East Capitol is a significant traffic corridor, it will become more so now
as it will serve (hopefully) another needed bus line. The trash can that
served the bus line and the community was there when you purchased the
property. DDOT/WMATA saw the sense in putting it there the first
time, making it part of that 30% with a trash can. One or a few people not
liking a widely held public good because it disrupts their aesthetic (yes,
your yard is very nice) is not a reason to not have those garbage cans.
