[Lincolnparkdc] Proposed New DC Circulator Bus Route on East CapitoL

Thanks John. I think that's a great idea. In my submission I put
Tennessee (westbound) and Kentucky (east bound) as that is where the bus
stop is already located. Super easy for them to add a sign to the pole.
