Here's some interesting reading: The District of Columbia Noise Control Act:
https://eservices.dcra.dc.gov/DocumentManagementSystem/Home/retrieve?id=Noise%20Regulation%20Handbook.pdf

Here is the part where it says, basically, Let's All Try to Get Along.
"It is the declared public policy of the District that every person is
entitled to ambient noise levels that are not detrimental to life to life,
health, and enjoyment of his or her property. It is hereby declared that
excessive or unnecessary noises within the District are a menace to the
welfare and prosperity of the residents and businesses of the District. It
is the declared public policy of the District to reduce the ambient noise
level in the District to promote public health, safety, welfare, and the
peace and quiet of the inhabitants of the District, and to facilitate the
enjoyment of the natural attraction of the District."

As a musician who plays a wide range of music, from classical guitar to
very loud punk rock, I can understand people's frustration.
Bu would the music have been as disturbing (to some) if it had been the
NSO instead of Broccoli (really???? what does that MEAN, anyway)????) Fest?

Or the Rolling Stones? Or the Eastern High School Marching Band (which was
practing in the park the other day, I believe).
Anyway, there are things you can do if you want to complain to the Mayor;
take a look at the pamphlet. Enforcing the Act is an entirely different
fishwagon, however.

(I have several bands and play at a lot of weddings. One beautiful spring
day, the girl group band was playing a fancy reception at a fancy mansion
in Georgetown. A cranky neighbor called the police, who came to tell us to
turn it down. The father of the bride asked how much the fine was, and he
was told (something like) $100, which he paid in cash, right there in the
spot.)
