Here's one other point for all to consider. A few months ago I received a package for someone I did not know. I found his correct address by googling and walked the Amazon package over to his residence, on another street about 7 blocks away. Turns out he didn't order it and he'd never lived on my street. A n'er-do-well may have been ordering something of small value and testing to see whether the wrong address would be noticed and whether it would just languish or get tossed because the resident didn't want to bother with it. It's laborious to locate an Amazon recipient and could result in hours spent running down rabbit holes to find the owner if you try to go through Amazon. By contrast, if you can't find the owner, it's easy to mark a USPS package "return to sender" or walk a UPS package to the UPS office. If one intentionally misdirected Amazon package goes goes uncorrected/unnoticed, then it could result in a path for scheming a larger-scale racket. The person who ordered from Amazon may be pinpointing places on the map to find another residence that is close but not close enough that we might know each other (thus, the schemer would avoid a using a street number that's one or two off on the same street where neighbors might know each other). Perhaps to see if the person is checking credit card charges or for some other nefarious purpose. It takes an extra effort to find someone who is some blocks away. 
The neighor to whom I delivered the package said he'd had some other issues with small-value orders being placed in his name through Amazon, which he hadn't ordered. So he was very glad I'd brought it to him so he could see if further mischief was in progress.
I don't know which carrier delivered the package sent to Anne. But these are the options I've pursued when I can or can't locate the owner. If anyone has better ideas as to how to handle incorrectly addressed Amazon (or other) packages, please let us know. We've been having ongoing problems with package theft (recently I found an empty package down the block and walked it back to the owner's house, so the resident would know the fate of that package). Now, it seems we are confronted some some additional scenarios to resolve.
