[Lincolnparkdc] Pepco Fraudster or Hard Sell by a Green Energy Company?

Hello, all.
Just FYI, a man came to my door tonight at 8:30 in a black windbreaker, iPod pro buds in his ears, and a laminated first page of a Pepco bill on his clipboard, no mask. He said he was "working with Pepco" and he was coming around representing <some company's name that was _______ Worldwide. I didn't catch the full name. I asked to see his ID and he had a card on a lanyard on his hip and he pulled it out to show me a card with no photo and some very small print, on which I could only read the word WORLDWIDE in the logo as the other words of the logo were smaller, encircling a globe. His name was not clearly printed on the ID card.
He said that Pepco delivers dirty energy but that his company already distributes the power for this neighborhood and it's clean energy. He asked to see my Pepco bill to check my "RSC code" to reactivate it before it expires so I can be sure to get free LCD light bulbs that would be sent to me and I'd be getting clean energy from ______ Worldwide. I told him his ID wasn't from Pepco. He said he knew that but he works "hand in hand with Pepco and Washington Gas." He said Pepco has been sending out notices about this "RSC code" with this opportunity for free bulbs(?) but most people don't read their bill so he wanted to be sure to "re-up" the "RSC" code on my bill because they were going to send me LCD lightbulbs and my bill would be cheaper, but nothing else would change on my bill.
I told him I would rather do this online and he said I could not.(!) Then I told him this whole thing felt shady because he was knocking on my door at 8:30 at night and that it seemed like Pepco would mail me something they wanted me to know about. He said Pepco had already tried to get in touch with everyone and now people were out going door to door before this code expires (?) and again he told me all I had to do was go get my Pepco bill so he could see the "RSC code" on the back. I told him to continue knocking doors and I'd go check my bill and flag him down if I found the info and wanted him to "re-up my RSC code," and I asked him what month's bill had info about this on it, and he said "just go read your bill. The code is on page 2." He left no printed information with me.
I came in and checked my bill...NOTHING about free light bulbs, or an expiring anything, and there is nothing labeled "RSC code" on page 2 or anywhere else on my bill. I went back out on my porch and looked up and down the street and did not see the guy. I did not get the feeling he was trying to push into my home, and he didn't get aggressive at all, but the whole thing seemed shady. Was this a hard sell by some green energy distributer to automatically change my energy supplier to HIS company? Could he have seen some important info to steal my identity from my Pepco bill? Has this guy shown up at anyone else's house?
