Hi, Paul. I installed solar about 10 years ago (100 block of Kentucky).
While I can't be certain this what you read about, there have been reported
instances of Pepco charging customers installing solar a fee to upgrade a
local transformer. (I have read technical debates arguing that adding
solar arrays to the distribution system will have a net effect of
*decreasing* the load on transformers, so upgrading transformers shouldn't
be necessary, but I'm not qualified to assess that.)
Anecdotally, I have spoken with many people who have installed solar in DC,
including numerous on the 100 block of Kentucky, and none have been charged
for a transformer upgrade.
Thanks.
