[Lincolnparkdc] Are you missing a chunk of your fence?

An entire (very large) section of fencing was left laying on top of a
couple neighbors' yards on the 1100 block of E Capitol St SE yesterday
afternoon.  Anyone know how it came to be there? If you are missing part of
your fence, it is now leaning against a light pole halfway up the 1100
block.
