[Lincolnparkdc] dark blue Honda

Reviewing security camera I see a slim young white male with shoulder
length brown hair arrive around 9pm. He reads the sign and heads sount on
west side of Kentucky. I do not recognize him. Construction crew has
notified towing company. he is parked directly on excavation site.
