[Lincolnparkdc] Water pressure

Thank you, Margaret.  I called WASA that night and they had me run cold
water on the top floor for about a half an hour and that seemed to resolve
the issue, but it did take a while.  They said that sometimes air can get
trapped in the line.  That must have been it.
