[Lincolnparkdc] Bike lane or sidewalk/crosswalk makes a difference in our assessment here

As a trained investigator I am surprised by your pronouncements based on
the photo of a bike under a wheel. Without additional information, I would
never infer anything from a still photo taken after the incident. Given
that there was no police report filed I am curious how you drew your
conclusions.
It's certainly useful for investigators to speculate on how findings can be
arrived at but without validated facts they would not commit to causal
factors.
