[Lincolnparkdc] dog attack--ISO owner

For many reasons, please don't call the police for dog bites.  In DC, the
Humane Rescue Alliance contracts with DC's Dept. of Health to handle animal
bites/rabies, and also contract for animal control for the city.  The can
be reached 24/7 at: *202-723-5730*
