 Oh, dear, that's terrible! We do have police patroling the area on bikes and motorcycles, too. Maybe it's not hopeless if they can be reached quickly enough. But it's hard because these incidents happen so fast. I hope someone was able to get good descriptions of these perpetrators and that at least some of the belongings can be recovered.
As a bicyclist and pedestrian, I'm alarmed at the number of bikes and scooters on the sidewalks. In the 1980s and 1990s, if you rode a bicycle on Capitol HIll sidewalks, the police would chase you off and back onto the street. If riding on the sidewalk were to become less commonplace again, it might be easier to spot a situation like this developing. It would become unusual once again and we might notice a robbery threat more quickly. Sometimes I've seen cyclists riding slowly on sidewalks, looking door to door for packages to steal. Other times cycles and scooters whiz by on sidewalks at an unsafe speed. This happens often when the streets have few or no cars and bike lanes are available. Young children and elderly are especially vulnerable to getting hit. My mother, who was in her late 30s, was hit by a cyclist on the sidewalk near the school where she taught and was hospitalized for months. 
I realize this is not going to be a popular suggestion. Being able to cycle safely is important, too. It is to me. But the sidewalk is not a good idea for mixing bikes with pedestrians. This may seem like mixing issues, but pedestrians would be safer and illegal activity would be easier to spot. These safety issues are increasing the vulnerability of residents. Maybe someone has some other ideas for improving safety.

At approximately 12:45 pm today, I witnessed two young men on a revel electric motorcycle riding up on the sidewalk in front of Wine and Butter. They stole a women's bag, and knocked over chairs and people. The woman whose belongings were stolen ran after them But they escaped quickly via the bike lane on 11th street, counter to traffic. 
There is no way MPD could have chased them had they even been in the vicinity given on coming traffic.
With the security conversation coming up with Charles Allen et al., please include this event and the means to catch criminals given increasing routes for escape that emergency and response vehicles cannot follow.
