[Lincolnparkdc] Poles on corners of Lincoln Park

Hi,

Does anyone know what these poles are at the corners of Lincoln park?
They’re strapped to street signs. Are they traffic metering devices? One is
on 13th and East Capital.

Also, does anyone know what is on the light pole outside of Pacci’s? It has
speakers and a metering box attached to the light pole.
