[Lincolnparkdc] Increasingly present and noisy helicopter traffic over neighborhood.

Quite frankly, the disturbance would be less if they flew higher. The
sounds and vibrations are directly as a result of the very low flight
habits.
I frequently worry for the integrity of the historic glass windows in my
home, and I can't be alone in that.
