I don’t have personal experience with this, but I do know that FAA is responsible for regulating noise from non-military operations and you can submit a complaint to their noise ombudsman. It’s important that the complaint is specific so FAA can identify the operator and determine if they violated any operating rules. The email address is linked to here:

I agree the noise is really bothersome. But the problem is that the airspace around our neighborhood is already highly restricted and the vast majority of operations are military, law enforcement and medical. Practices to limit noise, like flying at higher altitudes and limiting nighttime flights, aren’t really feasible for those kinds of operations. There may be some room around the margins to improve the level of noise, but don’t get your hopes up for a big change.
