If collar dropped, sounds like someone stole him.   Please call police as it’s larceny since dogs are considered an expensive possession.   Hope he is chipped.  Connecting chip to stolen dog charge will help getting him/her back.   Unless collar falls off regularly and wasn't stolen.  

I had a young woman who started to untie my dog’s leash in front of Yes market when I went in  to get a carton of milk… luckily I was watching… ran out and confronted her to back off and alerted of this charge… firehouse/fireman also agreed and told her to leave or will call police.
