[Lincolnparkdc] Abandoned car 100 bl Kentucky

Sorry, but are the Maryland plates your only reason for assuming the car is
abandoned or does not belong to someone who lives in the neighborhood?  We
are in a pandemic, the DMV is difficult to access, and parking permits are
not being enforced.  So the owner of the car may have moved here during the
pandemic, and is waiting to update with the DMV (and may even have an
appointment months out).
