[Lincolnparkdc] It happened again — BOLO for Yellow Guy

Hi neighbors, be on the lookout for a neon yellow plastic person with a red
hat and orange flag. It is filled with 25 pounds of gravel, and was last
seen on the corner of 12th and Independence. His third cousin, twice
removed, will be standing guard on the same corner by tomorrow afternoon.
