[Lincolnparkdc] The work on 13th

I spoke an hour ago with one of the workers, who said they were conducting
a survey of the pipes, which required them to bore through the concrete. He
added that a renovation of the pipes is planned, so I guess we will see a
good deal if work in that area in the near future.
