[Lincolnparkdc] Fwd: Reminder: ANC6B Special Call Meeting on Ward Redistricting Wednesday Dec 1st

Hi Everyone,
Just wanted to close to loop as I have not seen any updates since we had the call.

Found this article today. https://www.washingtonpost.com/dc-md-va/2021/12/07/dc-redistricting-ward-boundaries/

The first vote by the council passed 11-1. A second vote is required for it to become law, but that may already have passed.

I infer from the article that Charles Allen voted in favor.

He puts forth three new maps that move to Ward 7, blocks that go as far north as Independence Ave SE and as far west as 11th Street SE. That means many subscribers to this list server could be directly impacted if Corey’s proposal are accepted. The link to the Hill Rag story follows.

The full District Council will consider and vote on the subcommittee's proposed redistricting map in 2 upcoming sessions on Dec 2 and Dec 21. The map represents a plan for reapportionment of population between DC's 8 wards based on the results of 2020 US Census.
>>>>>>
>>>>>> ANC6B has invited the following councilmembers to participate in this meeting: Councilmember Charles Allen (Ward 6); Councilmember Vincent Gray (Ward 7); Council Chair, Phil Mendelson; Councilmember (at large) Elissa Silverman (chair of redistricting sub committee). Councilmember Allen has confirmed his participation. Othe councilmembers have confirmed that they will either attend or be represented by their Chiefs of Staff.
>>>>>>

>>>>>> The proposed plan will have significant implications for Ward 6 which currently has, by far, the largest population of the 8 wards and has experienced significant population growth in the past decade. DC law requires that the populations of each ward be essentially the same within a +/- margin of 5%. Consequently, the shrinking of Ward 6, as well as the legally mandated expansion of the Wards with lowest current population (Wards 7&8) are the key driving factors in the reapportionment.
>>>>>>
>>>>>> Close to home, the sub-committee report recommends the transfer of most of the Navy Yard area from Ward 6 to Ward 8. It also proposes major changes in the borders of ANC6B, transferring the area between 15th St SE and the Sousa bridge (as well as some other areas) to Ward 7, resulting in ward changes for all or part of six of the ten single member districts (SMDs) within ANC6B. Specifically:
>>>>>> Two of ANC6B's ten SMDs (6B09 and 6B10) will be transferred entirely to Ward 7.
>>>>>> Portions of SMDs 6B04, 6B06,6b07 and 6B08 will be split with portions redistricted to Ward 7 and portions remaining with Ward 6 and with ANC6B.
>>>>>> In 6B06 and 6B07, the homes of the currently serving Commissioners are situated in the portions of their SMDs which will be transferred to Ward 7.
>>>>>> I am attaching a map, kindly prepared by a colleague, Mr. Gottlieb Simon, who recently retired after 20 years heading the DC Office for ANCs which backstops individual ANCs across the city. The map shows, in clear terms, the relationship between the current boundaries of ANC6B and individual SMDs and the anticipated new Ward boundaries (outlined in black).

>>>>>>
>>>>>> Two notes in closing. First, while the changes to ANC6B as a whole are far reaching, the current boundaries of our single member district, 6B05, remain, as of yet, unchanged. Second, following the DC Council's approval of Ward level boundary changes in December, there will be a secondary redistricting exercise with each of the 8 Wards which will review the boundaries of ANCs in the newly-amended wards as well as the boundaries of ANC single member district constitutencies. In Ward 6, Councilmember Allen will appoint a committee in December to lead the process of coming up with recommendations on Ward 6 ANC & SMD boundaries. That process will begin early next year and culminate in a vote by City Council in June 2022.

>>>>>>
>>>>>> Note: A "Special Call" Meeting is a meeting convened outside the normal monthly scheduled ANC meetings which requires either a decision by the ANC executive committee or results from a petition by 3 or more ANC commissioners for the meeting to take place. In this case, Commissioners Corey Holman (6b06), Alison Horn (6B09) and Edward Ryder (6B07) made this petition. They represent 3 of the 6 single member districts in ANC6B which are most directly changed through the proposed reapportionment. Convening of a properly noticed "Special Call" meeting allows the ANC to legally take positions and support resolutions outside of its normal framework of meeting. "Notice" requires posting of the meeting in 3 public places, (in this case, the ANC6B website, the Hill Rag and Capitol Hill Corner on 11/24) one week before the proposed meeting.
