As usual, the leaf collection crews are a few weeks behind schedule.  Before you call 311 to say that your block was missed, go to the on-line, real-time map of what blocks they claim to have done at https://dcgis.maps.arcgis.com/apps/webappviewer/index.html?id=fa5476e8cedb4eb185c9b30f173fde4b

If your block is red, then they haven’t been there yet; calling 311 probably won’t get them there any faster.   If it is green, then they claim to have finished it.  If it is green but it was not actually done, then call 311.  It is not uncommon for them to claim to have finished a street when they really just missed it or didn’t do a good job.

Received the below from Kirsten Oldenburg. I put in a 311 for Leaf collection since it's been more than 14 days since our scheduled leaf pick up dates.  Check your address (if not on 100 blk Kentucky) and put in a 311 if needed.

DPW has said that leaf collections<https://kirsten6b.us19.list-manage.com/track/click?u=3098a96c67844e313d66ad936&id=90e7a4b0a5&e=82877cb12a> are 10 days behind but they will definitely make two passes in each block before hanging up their blowers for the season.  If you want to report missing or non-existent collection, they say, call 311.

Well … that’s my brief summary of what DPW was said in an email to ANC Commissioners twice now.  Here is its actual statement:

“You are receiving this notice because leaves in your area were not collected as scheduled. The leaf collection schedule may be disrupted by weather events, personnel changes, or other unforeseen circumstances.  Currently, we are approximately 10 days behind schedule.  Please be advised all DPW serviced households will have leaf collection twice during this leave collection season.  Our team continues to collect leaves and your area will be serviced.  If your leaves are not collected within 14 days past your scheduled collection date, please call 311 to schedule a missed leaf collection. Thank you for your patience and attention to this message.“

Something is happening … I noticed yesterday that several blocks of Pennsylvania Avenue have been relieved of their leaves.

ANC6B MEETING ON REDISTRICTING
On 12/1 the ANC held a doozy of a Special Call Meeting to engage with DC Officials on the Subcommittee on Redistricting’s final Ward map<https://kirsten6b.us19.list-manage.com/track/click?u=3098a96c67844e313d66ad936&id=3552cc27dd&e=82877cb12a> as it pertains to Ward 6.  It cuts a bit of the Capitol Hill community out of 6 and into 7.  It gives the Navy Yard to 8 and keeps the Wharf in 6.

I applaud the 3 Commissioners (Holman, Horn, & Ryder) who called for and organized the meeting and brought Council Chair Mendelson, Councilmember Silverman who chairs the Subcommittee, and Ward 6 Councilmember Allen to the table.  Missing was benefactor Ward 7 Councilmember Gray.  The 3 initially drafted a letter they planned to send to officials pointing out numerous deficiencies with the new addition to Ward 7.  That letter’s message began with “We do not oppose either as individual residents or elected officials a ward map in which Ward 7 encompasses all or portions of our single member districts.”

By late in the 3rd hour of the 4-hour meeting when Commissioner Holman introduced the letter as a motion, it did not reflect the sentiment of those at the meeting.  Debate was heated. A first attempt to stop debate did not succeed.  Fortunately, fatigue set in and the 2nd one did. The “we do not oppose …” phrasing was removed and replaced with “ANC 6B has thoroughly reviewed the Subcommittee Map and offers the following general comments. Explanations for each are also provided" The vote was 6-3-0.  I voted to oppose because at 11:30 pm it was to late to be editing dense “explanations” to assure they would not effectively end the resolution on a “we do not oppose …” note.

DC COUNCIL TO VOTE ON REDISTRICTING
Today during a Committee of the Whole Meeting <https://kirsten6b.us19.list-manage.com/track/click?u=3098a96c67844e313d66ad936&id=829d7d9fb9&e=82877cb12a> starting at noon, the first of two votes on Bill 24-371<https://kirsten6b.us19.list-manage.com/track/click?u=3098a96c67844e313d66ad936&id=6d38255b27&e=82877cb12a> Ward Redistricting Amendment Act of 2021 will occur.  Did either 6A or 6B have any impact on the Subcommittee’s Ward 6 map?  Reports suggest Chair Mendelson has extended the proposed 15th Street border between 6 & 7 north to Benning Road, moving more of Ward 6 into 7.

TO MASK OR NOT?
Back on 11/22 the Mayor essentially eliminated the DC mandate for masking indoors, leaving it up to businesses to decide whether to require masks (although there were exceptions for congregate settings where the mandate remained).  I thought it premature at the time because winter is coming when we all spend more time indoors.  Then came Omicron and, as of 12/2, the Mayor says “all people regardless of vaccination status, should wear a mask indoors in public settings.”  Masks are still required in those congregate settings.

ANC6B UPCOMING DECEMBER MEETING
The draft agenda is a bit slim. The Transportation Committee will not meet. There is only one liquor license application on the 12/9 ABC Committee agenda: a new restaurant license for Han Palace to be located at 522 8th Street SE, between the closed-for-now Extreme Pizza and Bombay Street Food.

And, only 3 cases to review on the 12/7 Planning & Zoning Committee agenda, one of which—HPA 22-030<https://kirsten6b.us19.list-manage.com/track/click?u=3098a96c67844e313d66ad936&id=13422b064f&e=82877cb12a> for 1227 E Street SE--has been reviewed several times as a zoning case. At the Full Meeting on 12/14 we have two presentations scheduled: DC Dept of Health on food safety and an update on DC Water projects in our neighborhoods.
