[Lincolnparkdc] Fwd: Backyard Thief

Just as a warning for the neighborhood, the bike thief with the bolt
cutters was back this afternoon and casing out the same alley between
Kentucky & 13th Street.  Lock your bikes!  The police were called but
didn't turn up for the 5-10 minutes I was waiting out there, which would
have been plenty to steal a bike.
