I agree with your concern about losing about 35 parking spaces as it will clearly impact many neighboring blocks as people have to look further for parking. There likely will be secondary and tertiary responses as people have to look further to find a parking space. It will also expose all to increased risk of exposure to crime (which is unfortunately on the rise) and create added challenges to those with mobility issues. 

However, I disagree how the traffic will probably divert. Those headed for Tennessee will continue as in the past. Those headed farther east will more like turn earlier at East Cap and then turn left at either 15th or 19th to get to C street NE and the RFK fields, etc
