I gather you have not heard back from Steve or anybody else regarding the questions you raised.

I did some more looking and found the following material that is extracted from a letter DDOT sent to the US Federal Highway Administration in July 2020. it is in the section entitled Community Outreach and Evaluation Plan.

DDOT needed to get special federal permission to put the Advisory Bike Lanes on Kentucky Avenue and some other nearby streets.  This is because the concept and pavement marking being used are not normally permitted on US streets. Doing so without permission could well give DC to legal exposure if an accident occurred. 

Several things got my attention. 

They promised to set up a website to present and explain this project.  I have NOT seen any evidence this has been done. They have also NOT provided educational material via Facebook or Twitter or in particular to the LPDC list server, as they also promised they would do. 

Note they consider this an experiment.  Also, this Experiment has been ongoing on E Street since last October, so by now information on how it should work should certainly have been out there for us to see and learn from. 

They state after the experiment is over they will Interview bicyclists and motorists to get their view of the Project. I find it very striking they have NO PLANS to interview the residents of these streets to see how they feel about it or learn how it has impacted their life.  MOST TELLING It confirms that it apparently doesn’t really matter to them what the residents being very directly impacted by this experiment feel about it, nor do they consider it relevant to how they evaluate the success of the experiment. We are sort of irrelevant. 

They list several things that will be measured or observed, including before the experiment is started. I’m not aware of pre-experiment data or observations have been collected. Also don’t know how you gather base line data, given the huge impact COVID is having. 

There is reference to the ANC having discussed this idea amongst themselves in April 2019. Unfortunately,  I’m not aware of how or if they attempted outreach to residents of the streets on which the experiment would be conducted before recommending and endorsing it.  

Elsewhere in the letter, they report on average automobile traffic on which the experiment will be run. They report NO data on how many bicyclists have been using these streets. 

The Advisory Bike Lanes have been in place since last October on E Street, SE. I walk there frequently. I have NOT YET SEEN a bicyclist use the Advisory Bike Lane.

A.   Community Outreach and Evaluation Plan

Prior to the installation of the advisory bike lanes, the District will provide a website dedicated to education for advisory bike lanes in addition to a project page for the proposed corridor.   The District will also provide education messages through their email distribution system and social 
media outlets such as Facebook and Twitter.   The District is planning this project partially in response to recommendations that came out of an April 2019 meeting of ANC 6B’s Transportation Committee. DDOT will continue to engage with ANC 6B as the project moves forward.  The Tennessee Avenue segment was included following a resolution from ANC 6A mentioning safe routes to school and the need for more bike infrastructure on Tennessee Ave. proximate to area schools.

The evaluation process will be guided by Section 1A.10 of the 2009 MUTCD.  “Before” and “after” studies will be performed to assess the performance of the experimental device.  Bike lanes or shared lane markings do not exist on either of the facilities identified to receive the experimental treatment. As such, the evaluation process will be primarily focused on their performance after implementation.  Bicyclists and motorist behavior will be observed by staff and volunteers along the subject streets after the application of the experimental devices. Variables to be studied and recorded in the field will be:
Bicycle and vehicular volumes (before and after)
Vehicular speeds (before and after)
·      Intersection crash data for the entire roadway (before and after)
·      Observations along the corridor (before and after)
-      Where do bicyclists tend to ride? Does this vary by the presence of parked vehicles or oncoming vehicles?
-      Where do motorists tend to drive? Does this vary by the presence of bicycles or oncoming vehicles?
-      Are motorists yielding to bicyclists before merging into the advisory bike lane? (after only)
-      When a motorist overtakes a bicyclist, are they leaving a safe passing distance?
-      Do the advisory bike lanes and lack of centerline appear to create conflicts among bicyclists and motorists?
-      Does the lack of a centerline appear to create conflicts between motorists?
-      Are bicyclists using the treatment as intended?
-      Are motorists using the treatment as intended?
·      Intercept survey of users (after only)
-      Do bicyclists feel safer with the addition of the advisory bike lanes?
-      Do motorists understand the purpose of the advisory bike lanes?

Observations will be made prior to the installation of advisory bike lanes, and once a year after implementation.
