[Lincolnparkdc] Final plans

The vision law was written  to prevent community input.  The writers
anticipated complaints like ours and wrote the law specifically to not let
them impact the vision.  It was passed unanimously by the council.  So
complain all u want but logic and reason will not be listened to as the law
prevents any changes to the mandate once a street repair become necessary.
