[Lincolnparkdc] FINAL PLANS and DDOT's eventual solution to safety

I do not see it as a war on cars but as an assertion of the equal rights of
alternative transport modes. The luxury of easy car parking is no longer
going to come at the expense of safe travel for bikers, scooters, walkers.
