[Lincolnparkdc] Election ballots misdelivered on 1300 block of North Carolina Ave N.E.

If the person's registration was never changed or updated, that's why the
ballot was sent out. They were sent to every registered voter at every
address. There is nothing nefarious or neglectful here -- just return to
sender.
