[Lincolnparkdc] Lead pipe replacement question before I sign United Construction contract

Please let me know what you think/know about this issue.
My home is on 100 block of Kentucky. This Monday United Construction inspection found copper pipe on both sides (city & house) of my inside water main cutoff but only 2” of the pipe is showing before it exits the house toward the main so it’s unknown if the city‘s lead pipe has been replaced. The Map shows it’s unknown. The work will be done at no cost but (assuming they find lead pipe..not sure What that entails). But, the city as part of the deal, requires that I agree to have a city water cutoff installed on my patio just outside the front of my house facade. That requires digging up a piece of my brick patio (city will repair it) & taking up precious patio space with a cutoff contraption. I already have a water meter on my small patio (an eyesore & hard to keep clean). The United Construction technician say there is no water cutoff @ that meter. Am I being duped or does this make sense?
