[Lincolnparkdc] bike lanes on Kentucky Ave?

Well technically double parking is illegal whether you are blocking a bike
lane or a vehicle lane, and you can be ticketed for parking or waiting in
either. But I know we all do it, including me when I have a van full of
groceries from our new beautiful Safeway! So the status of that isn't going
to change. But usually if I have to double park for a minute to unload,
I'll block the car lane instead of the bike lane, since it's easier for a
car to go around rather than a bike to be forced into the vehicle lane.
