[Lincolnparkdc] KY AVE Pipe Replacement

We are scheduled for 9/21.

Cost is NOT free but is heavily subsidized. City pays most of the cost but
we pay $1200 for the work and parts for things that occur *inside* our
house. City picks up the tab for everything outside. Pretty good deal.
