[Lincolnparkdc] Reducing lanes on Pa Ave SE

Making Independence two-way came up a number of years ago. When I surveyed the neighbors, they were strongly opposed. As they commented, they didn’t want to have a second (morning) rush hour. And if it was two-way all the time, there would be backup during the afternoon rush because of going from 2 to 1 lanes outbound.
