[Lincolnparkdc] Reducing lanes on Pa Ave SE

Interesting thought but I’m not sure if practical. First given narrowness of street, it would probably mean eliminating parking on one side. That is something I would strongly oppose. It also means we would get much more of an AM rush hour than we have now.
