[Lincolnparkdc] Reducing lanes on Pa Ave SE

Perhaps another solution to the threat of more traffic on Independence Ave
is to turn it back into a two-way residential street, as was done with
Constitution Ave. several years ago.  This would also help slow down rush
hour traffic.  And when it's not evening rush hour (i.e., 90% of the time)
the street would be a lot more useful to those of us who live around it.
