[Lincolnparkdc] Roofer?

Neighbors — I need some work done on the slate “steeple” part of my roof (the peak in the front).  Cole Roofing estimated $3400.  Ruff Roofing, who estimated $25,000.  I am perplexed and wonder if you have had someone good work on your roof here on the hill?
The flat part of our roof has a rubber membrane that was new in 2017. This issue is the base of the peak, where there is a whole in the metal flashing that surround the peak.
Any advice or recommendations appreciated,
