[Lincolnparkdc] addressing the disturbing disturbed person issue on 100 block of KY

Thank you to whomever it was who tried to keep an eye out, but it got me
thinking. Probably a lot of us are home right now...would it be of any
use/possible to do a rota? Coordinate a schedule? Take a half hour slot to
position yourself, even if you have to be doing some work, near a window to
keep an eye out for this guy? I"m up for it.
