[Lincolnparkdc] Disturbing encounter on 100 block of KY yesterday...

Sorry for the two emails (photo sent separately), but I’m cutting and
pasting:

We were just out walking our dogs and spotted him again.  Photo attached
with what he was wearing about 20 minutes ago.  I called 911 as instructed
and will send photo to Commander Kane right now.  He was in the 200 and 300
block of KY headed toward the Safeway but we lost where he was going with
the dogs in tow.  Note the backpack - my husband says he often sees him
with this on.  He ran after our neighbor’s car at a red light the other
night and that was quite disturbing too.
