[Lincolnparkdc] Pylons on Kentucky & 13th

I was on a call with Will today and we were talking through reducing the
number of flexposts with the design engineers by a lot. And yes, creating a
permanent curb is infinitely more expensive, and flexiposts are just as
effective in practice. That might be considered for a later phase of this
project, which is a pilot project to gather data for the Fed Dept of
Transportation and Fed Highways.
