For transparency, I am adding DDOT's reply to David's summary and proposal that the northbound advisory bike lane on Kentucky be removed from the project due to the accessibility of the existing northbound conventional bike lane on the 100 block of 13th. I'm not expressing a view, only sharing.

Note that a significant underpinning of the response here is the planned presence of the new crosswalk as a rationale. This is one of the reasons I had posed the question last week to residents of 100 block of Kentucky and 100 block of 13th of their levels of support for the crosswalk.

 From my point of view, as an outsider who lives 5 blocks away,  I'm not going to challenge a pedestrian safety feature such as a crosswalk without very good reason. But, it would be valuable to hear from a wider group of residents. I had 2 responses both in favor of the crosswalk. If there are ways to further modify the crosswalk to reduce parking loss, that's a fair discussion. DDOT has already made some modifications and will speak about the impact of those this evening.

Residents of 100 block of 13th have made the case that all public policy decisions have costs and benefits and the value of the crosswalk needs to be weighed against the cost incurred by their households through the loss of parking spots. Without prejudging how that balance comes out, I do believe that we all have a duty to listen to our neighbors and make informed assessments of what measures are in the overall public good.

Thank you for the email.  Perhaps we can discuss next week following the Zoom meeting.  I think what might not be clear is the rational for some of the changes at this intersection, which are not so much a result of inclusion of bike lanes, but rather, trying to scale-down  an oversized intersection (a former trolley turnaround) while following our current engineering rules for setbacks and parking within an intersection.  Of equal weight, and impacting the parking at this NE corner is the new crosswalk, which is necessary to meet ADA regulations.  This is as close to an immutable rule as we have at DDOT, there isn’t flexibility on this one, nor can we leave it as-is.  I’ll speak about this at the meeting, and am open to further refinements, but for a host of reasons, we must follow the design and engineering manual regs, which determine much of what you see here.
