[Lincolnparkdc] Mayor announces that DC will lift Stay at Home Order this Friday and the city will move into "Phase One"

The Mayor announced this morning that DC's stay at home order will be lifted this friday. Her new Mayor's Order (attached) will come into effect at 12:01 a.m. on Friday, May 29, 2020 DC will move into "phase one" which she referred to as "stay at home light".
Some key messages are as follows:
* Social Distancing is still required. Regulations on wearing of Masks/Face Covering are still in force. Masks/Face coveringd remain mandatory on public transportation, cabs and rideshare services (Uber,Lyft, etc) and inside any offices or businesses. Gatherings of over 10 people remain prohibited.
* Residents are urged to be prudent in socializing with persons outside their household.
* Residents are urged to exercise good judgment and minimize non-essential activities outside the household to reduce potential exposure and transmission of COVID-19.
* Non-essential businesses can operate with curbside or front door pick-up They will not be open for normal shopping.
* barbershops and salons will be able to open by appointment only. services are limited to hair services. stations must be at least six feet apart and there will be no waiting allowed in shops. Nail Salons are not permitted to reopen at this point.
* restaurants will be allowed to operate for outdoor dining only. All tables must be six feet apart. And no more than six people can be seated at a table. The city is planning a process of limited closure of streets and expansion of sidewalks to facilitate dining at particular places and particular times of day.
* The city is beginning a process to "reimagine" outdoor seating for restaurants and will begin to work with establishments that don't already have outdoor seating capacity.
* Parks. Dog parks, golf courses, parks, tennis courts and tracks and fields will open. Playground, public pools, recreation centers and other indoor DPR facilities will remain close.
* Dental Care, and some Elective Surgery will be allowed. Health care providers may continue to offer, or resume offering, outpatient or other surgical procedurs that will not unduly burden hospital capacity or COVID=19 related resources. Judgement will be up to individual provider.
* DC government will remain on teleworking guidelines. Telework is still encouraged for all public and private sector work.
* The phase one guidelines may change based upon the experience and the assessment of transmission.
* Distance Learning remains in place for DC Schools and DC government recommends that all in-person activities not be re-started during phase one.
The information above is from the Mayor's televised press conference at 11:00 am this morning. (It will most likely be rebroadcast on the DC channel (channel 16 on Comcast) several times today and tomorrow). Phase one is part of a gradual process of reopening the city. The Mayor noted that threshholds and metrics for moving to Phase Two and Phase Three will be posted on the DC coronavirus website later this week.
