Whether "prolonged contact" is necessary for infection or not, personally, I would not like to have to judge whether someone running past me sweating and breathing heavily, is putting off enough aerosol droplets to risk infection.
Just like I wonder whether I'll be infected by a neighbor or a stranger every time I stand in a line for a prescription or someone passes by me a foot away in a narrow aisle at CVS or someone stands too close in the checkout line or reachs over me to get something on ss shelf at Harris-Teeter.
We are all dealing with a crisis that doesn't look or feel like a crisis. There are no exploding bombs or people screaming and waiving their arms around to focus our attention on the insanity of it all. There's no clear end point. And DC government has acted in increments rather than just shutting things down all at once and ordering people to stay home. So, it only "sort of" feels like the sky is falling.
It's easy to think that we can be flexible and not surprising that we each want to keep elements of our normal lives. It's also easy to think that we (or others) are over-reacting.
Similarly, it's easy to think that there's a bit of paranoia creeping into discourse. There is. Of course, there is. But that doesn't disguise the fact that we all need to be careful. And when the risk is fuzzy and we can't touch or smell it, and when this all drags on into weeks and months....as it will...the only way to be careful is to follow some rigid, unending guidelines. Otherwise we'll all fail a bit.
This is for everyone because this affects everyone.
In New York, according to New York Times last night, over 40% of positive tests were people aged between 18 and 44
In last night's DC test results, 15 of the 46 people who tested positive we're aged 30 or under. 30 of 46 were 50 or under. In other words... 2/3 of those who tested positive we're aged 50 or under.
All scientific/medical guidelines on transmission are guesstimates. The six foot rule is not there because It's some kind of magical number. It's suggested to provide a margin of safety, (which, hopefully, is sufficient).
Please. Let's not second guess this or parse it or shave it our individual needs and desires.

I have to agree with you. The runners and joggers are NOT making any accommodations for the rest of us. On multiple occasions they've made my pregnant wife step out into the street to maintain safe social distancing because they won't deviate from their run path.
