If I recall correctly from when I once tried to submit an abandoned car
ticket through 311, they have specific criteria they use to visually assess
whether it is abandoned or not. (They don't do any "investigation" of the
car's serial number, tags, or owner.) They look for two or more of whether
it's extensively damaged, obviously inoperable, a haven for rodents,
*and* whether
it has valid tags. Invalid tags alone they won't consider abandoned.
