[Lincolnparkdc] Missing mail with gift cards

I am always thrilled when I get a registered mail notice. I don't
understand that. Maybe it's the fun of figuring out a mystery. Turns out my
neighbors had been leaving their trash bin out and the city had written a
citation against the registered owner of the can -- me. At some point the
cans had gotten mixed up.
