[Lincolnparkdc] Utility markings on 100 block of Kentucky

Does anyone know what all of the utility markings on the street, sidewalks,
and in some front yards on the east side of the 100 block of Kentucky are
for?  We have a variety of colors in our front yard as do a few other
neighbors, flags marking gas lines, and lots of marks on the sidewalk.  We
had our lead service pipe replaced a couple of months ago along with other
neighbors and have no idea why they’d be back out here. The markings have
shown up gradually over the last couple of weeks.
