[Lincolnparkdc] Reducing lanes on Pa Ave SE

Agreed. Since our office is on Pennsylvania Ave, I often bike from the
office to Eastern Market, Yoga etc in the EM area. It's pretty nuts.
Sometimes I'll go over and take C Street, but that's really out of the way.
