[Lincolnparkdc] Car break in

No consolation I know but this happens frequently to me around 13th and
North Carolina ave.
I suspect it's this one guy who's imbalanced.  No damage, just rummaging
through looking for $ or quick buck sale stuff.  Failure of some electronic
keys makes it easier
