[Lincolnparkdc] Parking letter

That's what I heard. I decided to try it anyway. Awaiting response from DC
DMV. Then if they say it's no good, I plan to ask Charles to see if we
can't get a new law. Our city is not safe enough for those of us coming in
late at night to park far away.
