[Lincolnparkdc] recommendations re: replacement of lead pipes

DC replaced our lead pipes for free (between the house and the street) when we bought the house in 2017.  Our lot line is the actual perimeter of the house so DC owns our yard (we are on the corner and don’t have a back yard).  

If your pipes come out the front of your house rather than through your back yard, then this may also be the case for you.
