The trash you are referring to (yard waste) was placed at the curb Monday.
Checked DPW website and they indicated that they pick up this type of waste
on our second pickup day which is Thursday.  There were only two cans out
there this morning with the bags.  They emptied the cans and left the
bags.  I am going to put in a 311 request right now.
